At least one thing makes the mill impossible: the column in the middle supporting the water canal at the top - and standing on the same canal at the bottom. That´s not possible if the column is vertical and the canal horizontal.

Another thing is, that the column cannot stay vertical if you could change the angle of view.

If you take a closer look at this picture by the Dutch artist Escher, it looks as if the water continue to run all by itself, forcing the wheel to move. If you install an electric generator connected to the wheel, you would actually have a perpetual motion machine - if it were possible to build the installation in physical reality. But that´s exactly what you can´t do! And why not?
